What becomes mandatory, and when

Who does eExcise apply to?
Producers, importers, distributors, and retailers of alcoholic beverages, tobacco products, and e-cigarette liquids. Every link in the chain reports its operations with marked goods.
When does electronic marking become mandatory?
From 1 November 2026. Paper stamps can be ordered and applied until that date, and stock marked under the old rules can legally be sold through until 1 May 2028.
Can the system be tested now?
Yes — it runs in test mode until 11 October 2026, voluntarily and without penalties. A pilot on one line inside this window is the cheapest way to surface print, reading, and accounting problems.
What happens if connectivity to the state system is lost?
The eExcise concept provides an offline mode for economic operators. In practice your accounting solution must buffer events locally and redeliver them after recovery — production must not stop.
Is an AED required for transfers between our own warehouses?
Yes. The excise electronic document is registered for internal transfers between one operator’s facilities too, signed with a qualified electronic signature; the system validates both parties’ licenses automatically.
Where is the electronic mark applied?
Under Part 3, Article 62 of Law № 3817-IX — on the label, back label, cap, or the bottle or other container itself. The producer chooses the placement; aligning it with supply-chain partners avoids receiving problems.
How much time does your plant actually need?
Tell us about your line or warehouse — we will assess readiness and propose a plan with timelines. A pilot in the test environment is the cheapest way to find problems while they still cost nothing.
